Headteachers in the community schools are responsible for academic and administrative activities. They are considered role models for integrity practices. However, the situation is different on some occasions. For instance, political interest plays more important roles than qualifications, training, work experience, etc., in school affairs. In this context, a qualitative study was carried out in the purposefully selected two schools – an urban and a rural – to explore the elements that influence school integrity practices. Data collected from the schools (...) were analyzed and interpreted. The findings show that nepotism, unhealthy party politics, and impunity influence the school integrity practices in Nepal. Porter and Kramer :78–92, 2006; Harv Bus Rev 89, 62–77, 2011) introduced ‘shared value’ as a ‘new conception of capitalism,’ claiming it is a powerful driver of economic growth and reconciliation between business and society. The idea has generated strong interest in business and academia; however, its theoretical precepts have not been rigorously assessed. In this paper, we provide a systematic and thorough analysis of shared value, focusing on its ontological and epistemological properties. Our review highlights that ‘shared value’ has (...) spread into the language of multiple disciplines, but that its current conceptualization is vague, and it presents important discrepancies in the way it is defined and operationalized, such that it is more of a buzzword than a substantive concept. It also overlaps with many other concepts and lacks empirical grounding. We offer recommendations for defining and measuring the concept, take a step toward disentangling it from related concepts, and identify relevant theories and research methods that would facilitate extending the knowledge frontier on shared value. Modern Indian nationalist thought has dealt with political ideas such as freedom, equality, liberty, democracy, so on and so forth. The idea of freedom received enough attention on the part of most of the modern Indian political thinkers. However, the idea of freedom as envisaged by the nationalist thinkers did not receive positive response from the other stream of modern Indian thought. Dalit-Bahujan political thinkers questioned the narration of freedom as propagated by the nationalist thinkers. Nationalist thinkers aspired for universal (...) values and at the same time reaffirmed ancient religious principles. Such effort was questioned and doubted by the other thinkers of modern India. Thus, one can find different narrations of freedom, such as social, economic and political. The social categories such as caste, class and gender became bases for their narration on the idea of freedom. The ideas and arguments of B. G. Tilak, M. K. Gandhi, Pandita Ramabai, Jyotiba Phule, B. Risks and burdens in the study participation, as well as an adequate risk-benefit balance, are key concepts for the evaluation of clinical studies by research ethics committees. An adequate assessment and continuous monitoring to ensure compliance of risks and burdens in clinical trials have long been described as a central task in research ethics. However, there is currently no uniform and solid theoretical approach to risk assessment by RECs. Regulatory standards of research ethics such as the Declaration of Helsinki provide (...) only minimal guidance on how risk decisions are considered. Due to discrepancies in the existing literature and guidance documents, adequate risk assessment by RECs remains to be elusive. In this article, we address current definitions of risk and present our own concept of aggregate risk definition. Moreover, we highlight the concept of benefit, the standard of reasonableness with respect to ethics literature and different approaches of risk-benefit assessment. In order to present a comprehensive theoretical approach of risk assessment by RECs, further understanding of the definitions of risk may improve adequate decision-making tasks by RECs. To improve the process of risk assessment by RECs, a dynamic framework will be illustrated, showing step-by-step risk assessment functions. This approach may be a promising tool to ensure adequacy in risk assessment by RECs. (shrink)

Mitochondrial ATP synthesis, calcium buffering, and trafficking affect neuronal function and survival. Several genes implicated in mitochondrial functions map within the genomic region associated with 22q11.2 deletion syndrome (22q11DS), which is a key genetic cause of neuropsychiatric diseases. Although neuropsychiatric diseases impose a serious health and economic burden, their etiology and pathogenesis remain largely unknown because of the dearth of valid animal models and the challenges in investigating the pathophysiology in neuronal circuits. Mouse models of 22q11DS are becoming valid tools (...) for studying human psychiatric diseases, because they have hemizygous deletions of the genes that are deleted in patients and exhibit neuronal and behavioral abnormalities consistent with neuropsychiatric disease. The deletion of some 22q11DS genes implicated in mitochondrial function leads to abnormal neuronal and synaptic function. Herein, we summarize recent findings on mitochondrial dysfunction in 22q11DS and extend those findings to the larger context of schizophrenia and other neuropsychiatric diseases. (shrink)

The United Nations Global Compact has generated a lively debate among academics, activists, and policy practitioners. Given the scope and ambition of this program, and the prestige of the United Nations associated with it, its supporters believe it will fundamentally reshape how businesses practice corporate social responsibility. Its critics view it as a flawed program because it does not impose verifiable obligations and does not compel its participants to adhere to their program obligations. We present an approach to study CSR (...) programs grounded in rational-choice institutionalist theory, building on previous work viewing CSR programs as clubs which can produce reputational benefits for members as well as positive societal externalities, provided that they incorporate institutional mechanisms to prevent member shirking. This perspective puts the focus squarely on the institutional rules of the UNGC and their impacts on member behavior. While we conclude that the UNGC has not yet demonstrated a capacity to generate across-the-board improvements in CSR performance beyond what member firms would have done otherwise, we are hopeful that its sponsors and leaders can undertake worthwhile changes in program design to align member incentives with program objectives. This paper is an attempt at exploring the possibility of reconciling the two interpretations of biolinguistics which have been recently projected by Koster(Biolinguistics 3(1):61–92, 2009). The two interpretations—trivial and nontrivial—can be roughly construed as non-internalist and internalist conceptions of biolinguistics respectively. The internalist approach boils down to a conception of language where language as a mental grammar in the form of I-language grows and functions like a biological organ. On the other hand, under such a construal consistent with Koster’s (Biolinguistics (...) 3(1):61-92, 2009), the non-internalist version does not necessarily have to be externalist in nature; rather it is a matter of mutual reinforcement of biology and culture under the rubric of a co-evolutionary dynamics. Here it will be argued that the apparent dichotomy between these two conceptions of biolinguistics can perhaps be resolved if we have a richer synthesis that accounts for both internalism and non-internalism. This paper revisits the conception of intelligence and understanding as embodied in the Turing Test. It argues that a simple system of meaning relations drawn from words/lexical items in a natural language and framed in terms of syntax-free relations in linguistic texts can help ground linguistic inferences in a manner that can be taken to be 'understanding' in a mechanized system. Understanding in this case is a matter of running through the relevant inferences meaning relations allow for, and some of (...) these inferences are plain deductions and some can serve to act as abductions. Understanding in terms of meaning relations also supervenes on linguistic syntax because such understanding cannot be simply reduced to syntactic relations. The current approach to meaning and understanding thus shows that this is one way, if not the only way, of framing Alan Turing's original insight into the nature of thinking in computing systems. _Natural Language and Possible Minds: How Language Uncovers the Cognitive Landscape of Nature_ examines the intrinsic connection between natural language and the nature of mentality, offering to show how language can shed light on the forms of other types of mentality in non-humans.

This paper approaches the question of how to describe the higher-level internal structures and representations of cognitive systems across various kinds of nonhuman (neuro)cognitive systems. While much research in cognitive (neuro)science and comparative cognition is dedicated to the exploration of the (neuro)cognitive mechanisms and processes with a focus on brain-behavior relations across different non-human species, not much has been done to connect (neuro)cognitive mechanisms and processes and the associated behaviors to plausible higher-level structures and representations of distinct kinds of cognitive (...) systems in non-humans. Although the study of (neuro)cognitive mechanisms and processes can certainly be revealing, (neuro)cognitive mechanisms and processes are underspecified with respect to internal structures and representations of non-human cognitive systems because multiple such mechanisms can target, or be mapped onto, the same internal structure or vice versa. This paper outlines a biosemiotic approach to this linking problem in order to bridge the gap between functions of (neuro)cognitive systems in different species and the higher-level cognitive structures and representations. It is contended that the higher-level internal structures and representations of various cognitive systems are biosemiotic constraints on the (biological) functions of (neuro)cognitive systems that serve to restrict the range of functions (neuro)cognitive systems have or are selected for. This turns out to have implications for issues on the convergent evolution of cognitive traits. (shrink)

Does natural selection favor veridical percepts—those that accurately depict objective reality? Perceptual and cognitive scientists standardly claim that it does. Here we formalize this claim using the tools of evolutionary game theory and Bayesian decision theory. We state and prove the “Fitness-Beats-Truth Theorem” which shows that the claim is false: If one starts with the assumption that perception involves inference to states of the objective world, then the FBT Theorem shows that a strategy that simply seeks to maximize expected-fitness payoff, (...) with no attempt to estimate the “true” world state, does consistently better. More precisely, the FBT Theorem provides a quantitative measure of the extent to which the fitness-only strategy dominates the truth strategy, and of how this dominance increases with the size of the perceptual space. The FBT Theorem supports the Interface Theory of Perception, which proposes that our perceptual systems have evolved to provide a species-specific interface to guide adaptive behavior, and not to provide a veridical representation of objective reality. The underlying physical reality is a central notion in the interpretations of quantum mechanics. The a priori physical reality notion affects the corresponding interpretation. This paper explore the possibility to establish a relationship between philosophical concept of physical reality in Nagarjuna's epistemology (emptiness) and the picture of underlying physical reality in Einstein, Rovelli and Zeilinger positions. This analysis brings us to conclude that the notion of property of a quantum object is untenable. We can only speak about relational property of (...) the object. On this basis, we are stimulated to build a new ontology of underlying physical reality: a relational ontology. Finally, we argue that Nagarjuna's view is comparable with Rovelli's interpretation of quantum mechanics. These views eliminate the privileged role of the observer. (shrink)

This brief paper argue about a possible philosophical description of the implicate order starting from a simple theoretical experiment. Utilizing an EPR source and the human eyes of a "single" person, we try to investigate the philosophical and physical implications of quantum entanglement in terms of implicate order. We know, that most specialists still disagree on the exact number of photons required to trigger a neural response, although there will be many technical challenges, we assume that neural response will be (...) achieved in some way. The objective of paper is to investigate possible links between: quantum mechanics, quantum cognitive science, brain and mind. At the moment, the questions are more than the answers. We argue that we are perennially immersed in the implicate order and that the "real path" of quantum entanglement process is from the implicate order towards explicate order, not vice versa. Finally, we speculate about the common ground between the implicate order and chitta. (shrink)

The Interface Theory of Perception, as stated by D. Hoffman, says that perceptual experiences do not to approximate properties of an “objective” world; instead, they have evolved to provide a simplified, species-specific, user interface to the world. Conscious Realism states that the objective world consists of ‘conscious agents’ and their experiences. Under these two theses, consciousness creates all objects and properties of the physical world: the problem of explaining this process reverses the mind-body problem. In support of the interface theory (...) I propose that our perceptions have evolved, not to report the truth, but to guide adaptive behaviors. Using evolutionary game theory, I state a theorem asserting that perceptual strategies that see the truth will, under natural selection, be driven to extinction by perceptual strategies of equal complexity but tuned instead to fitness. I then give a minimal mathematical definition of the essential elements of a “conscious agent.” Under the conscious realism thesis, this leads to a non-dualistic, dynamical theory of conscious process in which both observer and observed have the same mathematical structure. The dynamics raises the possibility of emergence of combinations of conscious agents, in whose experiences those of the component agents are entangled. In support of conscious realism, I discuss two more theorems showing that a conscious agent can consistently see geometric and probabilistic structures of space that are not necessarily in the world per se but are properties of the conscious agent itself. The world simply has to be amenable to such a construction on the part of the agent; and different agents may construct different structures as seeming to belong to the world. This again supports the idea that any true structure of the world is likely quite different from what we see. I conclude by observing that these theorems suggest the need for a new theory which resolves the reverse mind-body problem, a good candidate for which is conscious agent theory. (shrink)

This article will provide a unifying perspective on perception and cognition via the route of linguistic representations of emotion. Linguistic representations of emotions provide a fertile ground for explorations into the nature and form of integration of perception and cognition because emotion has facets of both perceptual and cognitive processes. In particular, this article shows that certain types of linguistic representations of emotion allow for the integration of perception and cognition through a series of steps and operations in cognitive systems, (...) whereas certain other linguistic representations of emotion are not so representationally structured as to permit the unity of perception and cognition. It turns out that the types of linguistic representations of emotion that readily permit the desired unity of perception and cognition are exactly those that are linguistically encoded emotive representations of everyday objects, events, and things around us. It is these ordinary objects, events and things that provide the scaffolding for task-dependent or goal-oriented activities of cognitive systems including autonomous systems. In this way, cognitive systems can be saliently tuned to the outer world by being motivated and also subtly governed by emotion-driven representations. This helps not only tie together perceptual and cognitive processes via the interface between language and emotive representations, but also reveal the limits of emotive representations in amalgamating perceptual and cognitive processes in cognitive systems. Most of the existing classification techniques concentrate on learning the datasets as a single similar unit, in spite of so many differentiating attributes and complexities involved. However, traditional classification techniques are required to analyze the datasets prior to learning, and if not doing so, they loss their performance in terms of accuracy and AUC. To this end, many of the machine learning problems can be very easily solved just by carefully observing human learning and training nature and then mimicking the (...) same in the machine learning. In response to these issues, we present a comprehensive suite of experiments carefully designed to provide conclusive, reliable, and significant results to the problem of efficient learning. This paper proposes a novel, simple, and effective machine learning paradigm that explicitly exploits this important similar-to-different (S2D) human learning strategy and implements it based on two algorithms (C4.5 and CART) efficiently. The framework not only analyzes the data sets prior to implementation, but also carefully allows classifier to have a systematic study so as to mimic the human training technique designed for efficient learning. Experimental results show that the method outperforms the state-of-the-art methods in terms of learning capability and breaks through the gap between human and machine learning. In fact, the proposed similar-to-different (S2D) strategy may also be useful in efficient learning of real-world complex and high-dimensional data sets, especially which are very typical to learn with traditional classifiers. In this paper a connection between intentionality, intensionality, language and emotion will be drawn up through a demonstration of an intimate relationship between the intentionality of emotion and intensionality in language. What will be shown is that the intentionality of emotion can ultimately be traced to the intensionality of emotional contexts. For this purpose, emotive predicates will be categorized in terms of their intensional behavior and regularities. They will then be brought forward for an explication of why and how far (...) the intentionality of emotion is unique. The insights derived from the relevant analyses will then be employed for the implications and ramifications that might be thrown upon the fabric of emotion and language within the space of cognition. This paper seeks to understand machine cognition. The nature of machine cognition has been shrouded in incomprehensibility. We have often encountered familiar arguments in cognitive science that human cognition is still faintly understood. This paper will argue that machine cognition is far less understood than even human cognition despite the fact that a lot about computer architecture and computational operations is known. Even if there have been putative claims about the transparency of the notion of machine computations, these claims do (...) not hold out in unraveling machine cognition, let alone machine consciousness (if there is any such thing). The nature and form of machine cognition remains further confused also because of attempts to explain human cognition in terms of computation and to model/simulate (aspects of) human cognitive processing in machines. Given that these problems in characterizing machine cognition persist, a view of machine cognition that aims to avoid these problems is outlined. The argument that is advanced is that something becomes a computation in machines only when a human interprets it, which is a kind of semiotic causation. From this it follows that a computing machine is not engaged in a computation unless a human interprets what it is doing; instead, it is engaged in machine cognition, which is defined as a member or subset of the set of all possible mappings of inputs to outputs. The human interpretation, which is a semiotic process, gives meaning to what a machine does, and then what it does becomes a computation. (shrink)

This paper explores the link between rules of grammar, grammar formalisms and the architecture of the language faculty. In doing so, it provides a flexible meta-level theory of the language faculty through the postulation of general axioms that govern the interaction of different components of grammar. The idea is simply that such an abstract formulation allows us to view the structure of the language faculty independently of specific theoretical frameworks/formalisms. It turns out that the system of rules, axioms and constraints (...) of grammar cannot beexplicitlyrepresented in a general architecture of the language faculty — which circumvents the ontological mismatch of mental representations and formal/axiomatic properties of language. Rather, the system of rules, axioms, constraints of grammar isintentionallyprojected by humans, and this projection realizes/instantiates what Dascal (1992) calls ‘psychopragmatics’. Relevant implications for linguistic theory, learnability and (computational) models of language processing are also explored. (shrink)

This paper aims to characterize the relationship between information as defined in the information-theoretic approach and linguistic meaning by way of formulation of computations over the lexicon of a natural language. Information in its information theoretic sense is supposed not to be equivalent to linguistic meaning, whereas linguistic meaning has an intrinsic connection to information as far as the form and structure of the lexicon of a language (in a non-lexicological sense) is concerned. We argue that these two apparently conflicting (...) aspects of the relationship between information and linguistic meaning can be unified by showing that information conserves linguistic meaning, only insofar as computations of a certain kind are defined on the symbolic elements of a lexicon. This has consequences not merely for the nature of lexical learning – natural or artificial or otherwise – but also for the conservation of information in axiomatic systems. (shrink)

Natural language meaning has properties of both (embodied) cognitive representations and formal/mathematical structures. But it is not clear how they actually relate to one another. This article argues that how properties of cognitive representations and formal/mathematical structures of natural language meaning can be united remains one of the puzzles in cognitive science. That is primarily because formal/mathematical structures of natural language meaning are abstract, logical, and truth‐conditional properties, whereas cognitive/conceptual representations are embodied and grounded in sensory‐motor systems. After reviewing the (...) current progress, this work offers, in outline, the general formulations that show how these two different kinds of representations for semantic structures can (potentially) be unified and also proposes three desiderata for testing, in brain dynamics, the mathematical equivalence between formal symbolic representations (and their transitions), and neuronal population codes (and their transitions). The encounter of the cognitive apparatus with the phenomenal world had led to the emergence of independent thought processes either based on scientific method of enguiry or on meditative experiences. In the course of time these have developed into a systematized body of knowledge. They purport to provide peace and happiness, but when seduced by power a distorted value structure has been legitimized. The plethora of evidences suggest the 'self' has been incapacitated for long. The scientific experiences have been given (...) supreme status. The paper stresses the need to attain a beginner's mind so that looking within and looking without no longer remain intangible goals of education. The naodalities have been discussed to escape the bonds of conceptual limitations. Finally, it is suggested that this constructive role of optimizing the oppor tunities for formation of intellect, which moves beyond conventional intellectualism, will evolve into a com passionate world-serving intellect, and pave the way for peace and harmony in this turbulent world. This paper is about making the ethical discourse relevant to the students of technology in the present age of information. Information ethics is already a part of the present day engagement with information technology at all levels. This encourages us to carry forward the ethical discourse further by bringing in the moral thoughts of Wiener and Gandhi. Both Wiener and Gandhi lived in the age of technology, but both rebelled against it for basically moral reasons. Wiener is the founder of (...) cybernetics and communication science, while Gandhi is a humanist and moralist and a crusader for freedom of humanity. Both agreed, however, that human freedom needs check on the inhuman use of technology. That is, both shared the philosophy of human dignity and value which demand a "human use" of technology. In this paper we explore the possibility of a humanistic ethics for information technology on the basis of moral thoughts of Wiener and Gandhi and wish to present the vision of the human civilization which underlies their thoughts.
